Kutaisi Project – Conceptual Master Plan

01 The Challenge

Kutaisi’s Dzelqviani district faced a lack of modern infrastructure, commercial amenities, and residential offerings, limiting its potential for economic growth and urban vitality. The challenge was to reimagine a 7-hectare land parcel on Lado Asatiani Street to create a development that would not only serve local needs but also attract investment, retain residents, and extend visitor stays in the city.

02 The Solution

Commissioned by the USAID Economic Security Program and the National Agency of State Property (NASP), Cushman & Wakefield Georgia led the development of a conceptual master plan for a multifunctional urban hub.
Key elements of the project included:

  • Conducting a Highest and Best Use study of the 7ha site

  • Creating a comprehensive investment package for future development

  • Delivering capacity building sessions for NASP

  • Collaborating with Studio 21 to finalize the conceptual master plan

The plan envisions:

  • Modern mid-rise residential buildings

  • A 100-key local boutique hotel

  • A food hall and co-working spaces

Kutaisi’s first modern shopping center

03 The Results

The project lays the groundwork for economic regeneration in Dzelqviani and wider Kutaisi, offering modern urban amenities, fostering local entrepreneurship, and enhancing the city’s livability. With its diverse program and investment appeal, the development is expected to retain population, attract visitors for longer stays, and fill key gaps in the city’s real estate and commercial landscape. Cushman & Wakefield Georgia is proud to have contributed to this transformative vision in partnership with USAID, NASP, and Studio 21.
